Desided to finally post it :\

-His name is Emergency Broadcast, a creature created by natural disaster.

- People only see him if a huge disaster is about to occur.
-All people who actually see him die.

- The number on his neck is a death counter.

-The strings wrapped around him are wires, the ones around his tail attach to his body at his hips.

-He produces massive radio waves when visible, when set to a certain frequency on a radio it will repeat the following message:
"This is an Emergency Broadcast. This is an Emergency Broadcast"
It will repeat this message until the disaster actually occurs, then it will cut out abruptly as he vanishes.

-It emits the radio waves from its mouth.

- The radio waves become stronger and louder depending on the severity of the disaster.

- Its jaw was broken due to a massive disaster, in which the radio waves became too much and blew his bottom jaw right out of joint and ripped the sides of his mouth wipe open

-It tied its bottom jaw up with a piece of wire, his mouth cannot be closed or opened unless the wire is tightened or loosened accordingly, without the wire his jaw hangs freely, and unnaturally wide, splitting the sides of its mouth open further.
